On January 7th, the National Development and Reform Commission, in collaboration with the Department of Resource Conservation and Environmental Protection, announced that six key government departments—including the State Environmental Protection Administration, the Ministry of Science and Technology, the Ministry of Finance, the Ministry of Commerce, and the National Bureau of Statistics—had jointly issued notices to launch the second batch of national circular economy pilot projects. This initiative includes seven companies and four industrial parks within the chemical industry, marking them as the latest participants in the national circular economy program. Prior to this, 15 units in the chemical sector had already been part of the first pilot batch, bringing the total number of national circular economy pilot units in the industry to 26.
The chemical industry was a central focus in the initial round of pilots and continues to be a priority in the second phase. The notice from the six ministries highlights that the second batch aims to build upon and deepen the achievements of the first, further advancing energy conservation and emission reduction targets. The list of key industries has expanded from 7 to 10, reflecting a broader commitment to sustainable development across multiple sectors.
According to recent reports, the circular economy initiatives in the chemical industry have shown significant progress. For example, the chlor-alkali industry has developed several successful models, such as using calcium carbide slag in cement production, flue gas desulfurization, and as raw material for soda ash. Additionally, chlorine resources are being reused efficiently. Shanghai Chemical Industry Park is actively working toward becoming an eco-industrial park, with energy consumption per 10,000 yuan of output controlled at approximately 0.3 tons of standard coal—only one-quarter of the national average for the oil and chemical industry.
The second batch of national circular economy pilot units in the chemical industry includes: Shanxi Fengxi Fertilizer (Group) Co., Ltd., Shanxi An Group Co., Ltd., Zhejiang Juhua Group Co., Ltd., Guangdong Yunfu Pyrite Mine Enterprise Group Co., Ltd., Yuntianhua Group Co., Ltd., Qingdao Tiandun Rubber Co., Ltd., Sichuan Mianyang Changxin New Material Development Co., Ltd., Dalian Songmudao Chemical Industrial Park, Fujian Quangang Petrochemical Industrial Park, Chongqing Changshou Chemical Industrial Park, and Ningxia Ningdong Energy Chemical Industry Base.
It is worth noting that China launched its national circular economy pilot program in October 2005. To date, numerous leading enterprises have emerged in key industries such as steel, non-ferrous metals, chemicals, and building materials. Through these initiatives, pilot parks and industrial clusters have explored and refined circular economy models, gradually improving the mechanisms that support the sustainable development of the circular economy across various regions.
