Starting from January 7th, the National Development and Reform Commission, in collaboration with the Department of Resource Conservation and Environmental Protection, announced that six key government departments—including the State Environmental Protection Administration, the Ministry of Science and Technology, the Ministry of Finance, the Ministry of Commerce, and the National Bureau of Statistics—had jointly launched the second batch of national circular economy pilot projects. This initiative includes seven chemical industry companies and four industrial parks selected as new pilot units. Prior to this, 15 chemical industry entities had already participated in the first round of pilots, bringing the total number of national circular economy pilot units in the sector to 26.
The chemical industry has remained a core focus in both the first and second batches of the circular economy pilot programs. The notice issued by the six ministries emphasized that the second phase aims to build upon and refine the efforts of the first batch, with the goal of further advancing energy efficiency and achieving emission reduction targets. The list of key industries has expanded from 7 to 10, reflecting the growing importance of sustainable development in the sector.
According to recent reports, the chemical industry's circular economy initiatives have yielded impressive results. For instance, the chlor-alkali industry has developed multiple models of circular practices, such as using calcium carbide slag for cement production, flue gas desulfurization, and soda ash manufacturing. Additionally, chlorine resources are being reused in various applications like propylene oxide production. Shanghai Chemical Industry Park is making significant progress toward becoming an eco-industrial park, with energy consumption per 10,000 yuan of output controlled at approximately 0.3 tons of standard coal—just one-quarter of the national average for the oil and chemical industry.
The second batch of circular economy pilot units in the chemical industry includes notable enterprises such as Shanxi Fengxi Fertilizer (Group) Co., Ltd., Shanxi An Group Co., Ltd., Zhejiang Juhua Group Co., Ltd., Guangdong Yunfu Pyrite Mine Enterprise Group Co., Ltd., Yuntianhua Group Co., Ltd., Qingdao Tiandun Rubber Co., Ltd., Sichuan Mianyang Changxin New Material Development Co., Ltd., as well as industrial parks like Dalian Songmudao Chemical Industrial Park, Fujian Quangang Petrochemical Industrial Park, Chongqing Changshou Chemical Industrial Park, and Ningxia Ningdong Energy Chemical Industry Base.
It is worth noting that China initiated its national circular economy pilot program in October 2005. Since then, numerous leading enterprises in sectors such as steel, non-ferrous metals, chemicals, and building materials have emerged as pioneers in the recycling economy. Through these pilot projects, the development model of circular economy has been gradually refined, especially within industrial clusters and parks. The working mechanisms for promoting circular economy have also been improved in pilot provinces and cities, laying a solid foundation for future sustainable growth.
