(1) The classification of the safety degree of the tailings pond is mainly determined according to the flood control capacity of the tailings pond and the stability of the tailings dam body. The degree of safety is divided into dangerous libraries, dangerous warehouses, disease banks and normal libraries.

(2) The tailings pond has one of the following working conditions:

The minimum safety and ultra-high height of the tailings dam and the minimum dry shoal length of the tailings pond cannot meet the requirements of the design specifications, and the safety of the dam body cannot be ensured. 2 The drainage system is seriously blocked or collapsed, and the drainage capacity or drainage capacity can be drastically reduced. The well is significantly inclined and there are signs of collapse; 3 the dam body shows signs of deep sliding; 4 other conditions that endanger the tailings pond.

(3) The tailings pond has one of the following working conditions:

The minimum safety super-high of the tailings dam and the minimum dry-shoal length of the tailings pond are not up to the design specifications, but the safety impact on the dam is not significant; 2 the drainage system is partially blocked or collapsed, and the drainage capacity is reduced. 3 can not meet the design requirements; 3 dam body shows signs of shallow sliding; 4 dam body has penetrating transverse cracks, and there is a large piping, water turbidity, muddy sand or dam body seepage in the dam slope Escaped, and there is deformation of the soil; 5 other conditions affecting the safe operation of the tailings pond.

(4) The tailings pond has one of the following working conditions:

The minimum safety and ultra-high height of the tailings dam and the minimum dry beach length of the tailings pond are not up to the requirements of the design specifications; 2 the drainage system is cracked, deformed, corroded or worn, the drain pipe joint is leaking sand; 3 the whole of the stacking dam The slope ratio is steeper than the design specified value, or although it meets the design regulations, but the slope of the stacked dam on some elevations is too steep, which may form local instability; 4 empirical calculation, the stability safety factor of the dam is less than the design specification; 5 infiltration The line position is too high, the permeated water escapes from the high position, and the dam surface is swamped; 6 dam body has more local longitudinal or transverse cracks; 7 dam body has small piping and a small amount of mud sand; 8 pile dam outside slope The eclipse is severe, forming more or larger gullies; 9 dam ends have no intercepting ditch, hillside rain washes the dam shoulder; 10 other abnormal phenomena.

(5) The normal library is satisfied at the same time:

The minimum safety super-high of the tailings dam and the minimum dry beach length of the tailings pond are in line with the design requirements; 2 the structures of the drainage system meet the design requirements and the working conditions are normal; the contour dimensions of the 3 tailings dams meet the design requirements and the stability safety factor And the dam body seepage control meets the requirements, and the working conditions are normal.

(6) The enterprise must carry out the safety management work plan for the tailings reservoir safety assessment work, and conduct a safety evaluation of the tailings pond every five years by the qualified technical service agency. The safety evaluation report of the tailings pond must be reported to the provincial safety production supervision and administration department for the record.

Second, the safety management of the tailings pond

(1) For dangerous reservoirs, enterprises must stop production and rescue, and take the following emergency measures: 1 Immediately reduce the water level of the reservoir, ensure the safety of the dam and meet the requirements of minimum safety super high and minimum dry beach length in flood season, if necessary, according to the minimum dry The length of the beach is the width of the dam crest, and the dam is built by the channel trough method to form the required safety super-high and dry beach length; 2 dredge, reinforce or repair the drainage structure, and if necessary, excavate the temporary flood drainage channel; Landslides to reinforce the dam.

(2) For the insurance store, the enterprise shall take the following measures to eliminate the dangerous situation before the limited time: 1 reduce the water level of the reservoir to ensure that the minimum safety super high and minimum dry beach length requirements are met; 2 dredge, reinforce or repair the drainage structure; Handle landslides, reinforce dams, and eliminate piping and fluids.

(3) For the disease bank, the enterprise shall take the following measures to eliminate the hidden dangers as soon as possible: pay close attention to the flood control project to ensure that the amount of treatment is completely completed before the raft; strengthen and repair the drainage structure; reinforce the dam or properly cut the slope to treat the local crack; Implement precipitation measures to reduce the saturation line, eliminate piping and flowing soil; repair the dam slope and excavate the dam shoulder intercepting ditch.

(4) The inspection period of the enterprise for the abnormal grade tailings pond: not less than 1 time per week for the “critical” grade tailings pond, and not less than 1 time for the “risk” grade tailings pond each month. The grade tailings pond is not less than one time per season. During the rainstorm and flood season, the number of inspections should be increased for the tailings pond according to the actual situation. If major hidden dangers are found during the inspection, measures must be taken immediately for rectification and report to the safety production supervision department.
