Open blasting

I. General regulations

(1) When an artificial bunker is required for open-pit blasting, the bunker should be placed outside the shock wave hazard. The structure must be strong and rigorous, and the position and direction should be able to prevent the damage of flying stones and gun smoke.

The road leading to the artificial bunker must not have any obstacles.

(2) Simultaneous open-pit and underground mining in the same area. Or when there is drainage or transportation laneway underground near the open-pit mining site, each unit that conducts open-air (or underground) diverticulum or deep-hole blasting shall notify the relevant unit in advance. The time, place, method, scale, hazard range and safety measures taken shall be stated in the notice.

(3) After the open-air blasting, the safety personnel shall carefully check the safety of the working surface and confirm the safety of the blasting site before returning to the operation.

(4) The non-electrical detonation method should be adopted during the thunderstorm season.
(5) When there are more than two units (operation groups) in the blasting danger zone for open-pit blasting operations, they must be unified.

(6) For secondary blasting of the same section, one ignition or long-range detonation shall be used.

(7) The blasting of open-air high-sulfur deposits shall comply with the relevant provisions of 4.6 of this regulation.
(8) In order to prevent personnel from falling into the holes after blasting of soft soil or sand deposits, the explosion area must be clearly marked and safely inspected to confirm that there is no danger of collapse.

Second, bare drug pack blasting

(1) If the bare drug pack is blasted, it must be ensured that the first explosion of the drug pack will not damage other drug packs. If this requirement cannot be met, it will only be used to initiate the explosion. It is forbidden to cover the medicine pack with stones.

(2) Under normal circumstances, it is not advisable to insert explosives into the cracks of the stone for blasting. In special cases, exceptions may be made, but reliable safety measures must be taken and approved by the blasting work leader.

Third, shallow eye blasting

(1) The shallow-eye blasting shall form a step, and shall comply with the provisions of the blasting instructions regarding drilling, charging, filling, and detonating sequence.

(2) The fuse is used to detonate or the segmented electric detonator is detonated. The spacing of the blastholes shall ensure that one of the blastholes does not damage the adjacent blastholes when blasting.

(3) The number of blastholes to be filled shall be limited to one blasting.

(4) If the fuse is used for ignition and detonation, no less than two persons shall perform the blasting operation.

(5) If there is no blind cannon, it will be allowed to enter the blasting site inspection after 5 minutes from the last one. If it is not confirmed whether there is a blind cannon, it should be allowed to enter the blasting zone after 15 minutes.

Fourth, deep hole blasting

(1) Deep hole blasting shall be carried out by the blasting technicians on the site for technical guidance and supervision.

(2) The gravel around the deep hole (with a radius of 0.5m), the debris should be cleaned, and the rock at the orifice is not stable, and maintenance should be carried out.

(3) Deep hole blasting must use electric power, detonating cord or detonating tube detonation method.

(4) When filling, the detonator foot line, detonating cord or detonating tube shall not be pulled too tightly.

(5) Under special conditions (such as cold, frozen soil or sulphur sand, etc.), with the approval of the chief engineer of the unit, the prescription shall be used as an eye-catching charge, and only the cemetery shall be allowed to detonate.

(6) It is forbidden to use the gun stick to hit the detonating medicine bag blocked in the deep hole.

Five, chamber blasting

(1) The blasting design, construction organization and safety measures must be approved for the large blasting of the diverticulum.

(2) The blasting equipment used in the chamber blasting must be reviewed and tested, and the pre-explosion simulation test of the blasting network shall be carried out.

(3) After the completion of the tunneling, small well and drug room blasting in the chamber blasting, the measurement and acceptance shall be carried out.

(4) The height of the cross section of Pingshuo shall not be less than 1.5m, the width shall not be less than 0.8m, and the cross-sectional area of ​​the small well shall not be less than 1m 2 . During construction, it is necessary to check the surrounding rock conditions of the roadway and the diverticulum and the stability of the support.

In the vicinity of Xiaojing or Pingyukou, there should be a site for the accumulation of explosives.

(5) The charging operation of the diverticulum shall be carried out by the blasting staff or the personnel who are led by the blasting personnel and passed the training and issued to the temporary operation permit. The operation of installing the explosive body shall be carried out only by the blasting staff.

(6) For the chamber charge, the low-voltage power supply of 36V or less must be used for illumination. The lighting circuit must be well insulated. The lighting should be provided with a protective net. The horizontal distance between the light bulb and the explosive charge should not be less than 2m. When the charging personnel leave the diverticulum, the lighting power should be cut off.

(7) The blasting work leader must verify the amount of charge in the diverticulum and check whether the position of the indoor explosive and the explosive charge pack is correct.

(8) If the chamber charge time is more than one day and night, and the ammonium nitrate explosive is used as the primer package, the metal shell or paper shell of the detonator should be pre-empted.

(9) When there is water in the room, drainage should be carried out or waterproof measures should be taken for the explosives.

(10) While ensuring the quality of the packing, the blasting network must be protected from damage.

(11) The safe distance for personnel evacuation within 1~5m of dike blasting small wells is determined by design.
(12) Pingshuo and small wells must be inspected frequently to prevent the poisoning of guns. The depth of small wells exceeds 7m and the length of flats exceeds 20m. Mechanical ventilation should be used.

(13) A small ladder can be used to transport rope ladders or wooden ladders. For depths greater than 5 m, use 辘轳 or other lifting devices with brakes.

(14) Small well charges, it is forbidden to throw explosives into the underground.

(15) The wires, detonating cords and detonating pipe networks used for detonation in Pingyi and Xiaoping wells must be strictly protected by wooden troughs, plastic pipes and bamboo pipes.

(16) In the large blasting of the diverticulum, a double detonation network must be used.

(17) When the charge is connected, all personnel not approved by the blasting work leader are prohibited from entering the blasting site.

(18) Within 24 hours after blasting, the guns in the wells, lanes, rafts and gravel piles adjacent to the blasting area should be inspected several times to prevent smoke poisoning.

(19) When the blasting depth of small wells exceeds 3 m, the electric detonation method or the detonating tube detonation method shall be adopted.

(20) After blasting, enter the explosion area inspection at least 15 minutes.

Sixth, medicine pot and snake hole blasting

(1) When the deep hole is expanded, it is forbidden to throw the explosive charge bag into the hole. When the hole depth exceeds 5m, it is forbidden to use the fuse to detonate.

(2) When the medicine pot is expanded, the gravel and debris of the orifice must be removed.

(3) When expanding the pot blasting, when using ammonium nitrate explosives, it should be 15 minutes before each blasting to allow refilling; when using nitroglycerin explosives, it should take 30 minutes to refill.

(4) Two or more crater blasting, it is forbidden to use the fuse to detonate.
