**Interview with the National Committee of the Chinese People's Political Consultative Conference and Sun Xiaochao, Chairman of Ningxia Baota Petrochemical Group Co., Ltd.** Sun Xiaochao, a member of the National Committee of the Chinese People’s Political Consultative Conference (CPPCC) and chairman of Ningxia Baota Petrochemical Group Co., Ltd., also serves as president of Yinchuan University. During the recent Two Sessions, he stood out as one of the few representatives in the CPPCC education community focusing on vocational education. He submitted a proposal urging the government to prioritize the development of vocational training for energy and chemical talents in the northwest region. A few days ago, the reporter had an exclusive conversation with Sun Xiaochao. “I believe that our country’s current educational system and its direction are not very supportive of the growth of vocational education,” he began. As the head of a major petrochemical company, he understands the critical role of skilled frontline workers. However, from a broader national perspective, vocational education is often seen as inferior. “Why can’t we have master’s or even doctoral degrees in vocational education?” he asked thoughtfully. “If vocational education could offer a clear path from basic to advanced levels, we would see fewer shortages of skilled professionals.” In recent years, the lack of high-quality technical workers has become a widespread issue across industries, especially in the petrochemical sector. Currently, most vocational education in China is based at the secondary level, with many schools focused on agriculture, forestry, transportation, and health. These programs are often outdated and fail to meet industry needs, leaving companies struggling to find qualified workers while graduates face difficulties in finding jobs. Sun Xiaochao pointed out that modern petrochemical equipment is largely computer-controlled, requiring workers to have not only basic IT skills but also deep expertise in chemical processes and strong hands-on abilities—skills that are currently lacking. He admitted that his company faces a constant shortage of skilled workers, which was one of the main reasons he founded Yinchuan University. Now, the university’s graduates are often hired before they even finish their studies, highlighting the urgent need for better vocational education in China. Sun Xiaochao believes that large and medium-sized enterprises can play a key role in supporting vocational education. By providing practical resources, they can help address funding gaps in the education system while also solving the problem of talent shortages in the industry. This collaboration benefits the country, businesses, and individuals alike. He emphasized that the development of the Great Northwest is a key national strategy. The region is rich in energy resources, with more than half of the nation’s 13 large coal bases located there. Energy transformation and development are already underway, and the petrochemical industry in the northwest is expected to grow rapidly in the coming years. However, this growth will be challenged by a lack of skilled workers, particularly in technical fields. Therefore, Sun Xiaochao called for greater attention to vocational education in the energy and chemical sectors of the northwest. He urged the education sector to develop specialized programs tailored to local resources and industrial needs. At the policy level, the state should support vocational colleges that focus on regional technologies, helping to bridge the gap between education and employment. Encouraging the development of advanced vocational education in these areas will contribute to a more sustainable and skilled workforce in the future.

Air Preheaters (APH)

An air preheater (APH) is a device used to heat air, commonly used in industrial boilers, thermal power plants, and other thermal energy facilities. APH improves the thermal efficiency of the boiler by transferring heat from the flue gas to the air entering the boiler through heat exchange with it.
