As the head of a major petrochemical company, Sun understands the critical role of skilled workers. However, he pointed out that vocational education is often seen as lower-tier in China’s educational system. “Why can’t we have master’s or doctoral degrees in vocational education?” he asked. “If vocational education could offer a clear path from basic to advanced levels, there would be fewer shortages of skilled workers.” In recent years, the lack of high-quality technical workers has become a widespread issue across many industries, especially in the petrochemical sector. Currently, most vocational education programs are based at the secondary level, with many institutions focusing on agriculture, forestry, transportation, and healthcare. These programs are not aligned with industry needs, resulting in companies struggling to find qualified workers, while graduates face difficulties in finding jobs. Sun Xiaochao noted that petrochemical equipment is largely computer-controlled, requiring frontline workers to not only have strong IT skills but also deep knowledge of chemical processes and practical experience. This kind of expertise is currently lacking in the education system. He admitted that his company faces a constant shortage of suitable workers each year, which inspired him to establish Yinchuan University. Now, students from the university are often hired before they even graduate, showing the urgent need for better vocational training. Sun believes that large and medium-sized enterprises can play a key role in providing practical resources for schools. This collaboration could help address funding gaps in education while also solving the problem of talent shortages in industries and improving employment rates. “It’s a win-win for the country, businesses, and people,” he said. As part of China’s strategic plan for the development of the Great Northwest, Sun emphasized the importance of building energy and chemical vocational education in the region. The northwest is rich in energy resources, with more than half of the country’s 13 major coal bases located there. The transformation and utilization of these resources are already underway. According to plans, the petrochemical industry in the northwest will see rapid growth in the coming years, but it will face challenges due to a shortage of skilled professionals. Therefore, there is an urgent need to improve vocational and technical education in the energy and chemical sectors in the northwest. Sun called on the education sector to focus more on developing specialized vocational programs tailored to local resources. The government should provide policy support to enhance the quality of vocational colleges and promote the development of advanced vocational education in the region.
