After two months, several chemical companies in Ningxia, including Ningxia Suining Chemical Co., Ltd., Ningxia Huangchuan Dyeing and Chemical Co., Ltd., Yinchuan Ruitelong Chemical Co., Ltd., and Ningxia Qiyuan Pharmaceutical Co., Ltd., have found their transportation lines cut off, leaving them in a severe business crisis with operations nearly at a standstill.
What is the core issue here? According to the reporter’s investigation, this problem traces back to 1997 when Ningxia Yinhu Wine Co., Ltd. was established. At that time, the Ningxia Assets and Industry Group used a dangerous chemical railway line owned by Ningxia Huaguang Company as part of its capital investment. In 2000, during a restructuring process, the exclusive right to use this hazardous chemical transport line was transferred to Ningxia Yinhu Liquor. However, the raw material unloading operations for eight nearby chemical companies still relied on this same line.
In July of this year, during a routine safety inspection, the Yinchuan Station under the Lanzhou Railway Bureau discovered potential hazards such as exposed wires, pipes, and faulty explosion-proof switches along the special railway line. They immediately ordered the company to make necessary repairs. Then, in mid-August, the railway department issued a strict notice: any chemicals not matching the product name of Ningxia Yinhu Liquor could no longer be transported via this line. The reason given was that both ownership and usage rights of the line belong to Yinhu Liquor, and the service must strictly align with its operational needs. Other companies' materials fall under the industrial category, making them incompatible with the line.
As a result, these eight nearby chemical companies are now unable to transport their raw materials, leading to severe disruptions in production. For example, Ningxia Huangchuan Dyeing and Chemical Co., Ltd. is facing the expiration of its annual production targets and supply contracts, with no raw materials coming in. Employees are worried about job security, and nearly 100 workers have stopped production due to lack of supplies. Yinchuan Ruitelong Chemical Co., Ltd. can only maintain limited operations using existing inventory, while Ningxia Suining Chemical Co., Ltd. had planned to start trial production in early October but had to abandon the idea due to high road transport costs, long distances, and significant safety risks.
The affected companies have repeatedly reported the situation to local government departments, seeking support and coordination to resolve the issue. They have also contacted the railway authorities, hoping for a clear response, but so far, all efforts have gone unanswered.
The reporter urges the Ningxia Autonomous Region Government, the Lanzhou Railway Administration, and other relevant authorities to pay close attention to this pressing matter.
