The whole story is like this. On January 17, 2005, Mr. Fu learned of the news: Japan Tokuyama Co., Ltd. signed a letter of intent for land lease and investment agreement in Jiaxing, Zhejiang Province and decided to invest 5000 tons/year of fumed silica in the Zhapu development zone of Jiaxing Port. project. The project has a total investment of USD 29.99 million and a registered capital of USD 14 million. The plan is to start construction in November 2005 and it is expected that commercial operations will begin in April 2007.
The news of the seemingly ordinary project investment that will start construction on the fertile land of the Yangtze River Delta in the Hangjiahu Lake Plain in China has caused Fu Jiyu to feel sad. He immediately sent an emergency report to the relevant state authorities and requested the government to conduct a review of the industrial damage of China's white carbon companies.

Mr. Fu told reporters who came to interview that there are two reasons. One is that China's gas phase silica industry has independent intellectual property rights and can produce on a large scale, and the market already has a trend of oversupply; the other is the introduction of this project energy consumption. High and not environmentally friendly.
Mr. Fu introduced that the fumed silica industry in China started in the 1960s when the Shenyang Chemical Plant and the Shanghai chlor-alkali plant used silicon tetrachloride as raw material to produce fumed silica, but most of the domestic market's demand was dependent on imports. In the 21st century, Shenyang Chemical Industry Co., Ltd. cooperated with the Ukrainian Academy of Sciences, and its production capacity has greatly increased. Guangzhou Ji Bi Shi Technology Co., Ltd. started to develop fumed silica in 1999. They independently developed methyl trichlorosilane from Jiangxi Xinghuo Chemical Factory, which produces organic silicon, and built a 500-ton per annum fumed silica plant. In cooperation with the Jilin Calcium Carbide Plant, it has built a 1,000-ton/year plant and has signed a letter of intent for a one-thousand-ton gas phase white carbon black with the Ukrainian National Academy of Sciences. Taking China's production capacity of fumed silica in 2004 as an example, domestic Shenyang Chemical Industry Co., Ltd., Shanghai Chlor-Alkali Chemical Co., Ltd., Guangzhou Jishishi Co., Ltd. and Jilin Shuangji New Materials Co., Ltd. totaled 3,200 tons/year. More importantly, China is one of the countries that has independent intellectual property rights after Germany, the United States, Japan, and Ukraine, and is able to scale-scale production of fumed silica. In recent years, the increase in production capacity and import dependence of domestic factories have rapidly declined. The actual output this year is expected to exceed 2000 tons/year. In addition, foreign companies and Bluestar Group will add 4800 tons/year of capacity immediately after the project is put into operation. By 2007, the total production capacity of fumed silica in China will reach 7,500 tons per year.
Mr. Fu reminded us that the prospect of producing fumed silica using methyltrichlorosilane is very promising. The calculation of the production of 4,800 tons of fumed silica in the production of 200,000 tons of methylchlorosilane can be calculated. According to the development trend of China's organic silicon industry, the annual production capacity of methylchlorosilane is increased by 500,000 tons during the “Eleventh Five-year Plan” period. The supporting fumed silica will exceed 10,000 tons, so there will inevitably be an oversupply situation.
Mr. Fu also mentioned the Japanese 5,000 tons/year fumed silica project to be introduced by Jiaxing. He analyzed that if methyl trichlorosilane is used as a raw material, the process route is a by-product utilization property, and excess waste from the organic silicon industry will be consumed and used, thus avoiding pollution caused by the long-term accumulation of methyltrichlorosilane. Therefore, there is a certain degree of rationality. However, it is understood that this project in Japan uses silicon tetrachloride as raw material. Silicon tetrachloride uses high-energy silicon and chlorine as raw materials. Based on the plant's capacity of 5,000 tons of fumed silica, at least 2,337 tons of industrial silicon are needed. Each smelting of 1 ton of industrial silicon consumes about 14,000 kWh. For raw silicon for this imported project, equivalent to the consumption of electricity resources of 33 million kwh. Moreover, the smelting of silicon also requires a large number of carbon electrodes and carbon for reducing silica and emits a large amount of carbon dioxide of the "Kyoto Protocol" row. In addition, the production of 5,000 tons of fumed silica carbon requires at least 11,814 tons of chlorine and 3,000 tons of HCl. At present, our level can only be made into 25% dilute hydrochloric acid. If we do not find its way out, it will be a hidden danger of environmental pollution. Mr. Fu said with excitement that it is obvious that this introduced project is a project with high energy consumption and pollution, and relevant government departments should be vigilant!
In his emergency report, Mr. Fu Jizhen pointed out that the proposed Jiaxing Deshan plant is a Japanese-owned company. Its introduction will not increase the technological level of related industries in China, but will only exert pressure on the domestic industry in the domestic market of saturated fumed silica. From another perspective, this is when Japanese companies use our country's policy of restricting the introduction of high-energy-consuming products is not yet complete, and transfer high-energy-consuming products to Chinese production.
Mr. Fu Jiyu deeply said with emotion that it is not easy for domestic companies to obtain the current results after many years of hard work. Some local governments must look at investment from a global perspective. They must not blindly recruit a project that uses high energy consumption and pollution, and they must not squeeze out the newly rising national industry!
