On October 26, the "National Chemical Science and Technology Conference" took place in Beijing. Li Yongwu, president of the China Petroleum and Chemical Industry Association, emphasized during the event that since the "Eleventh Five-Year Plan," China's chemical science and technology has made significant progress. Over the past three years, the industry has secured 18 national technological invention awards and 29 national scientific and technological progress awards. However, he also pointed out that China's petrochemical sector still lags behind global leaders in terms of overall technological level. Currently, there are 40 major key technologies in the chemical industry that require substantial breakthroughs. Since the "Eleventh Five-Year Plan," the chemical industry has advanced significantly in key research projects, technology absorption, promotion of scientific achievements, and the upgrading of traditional industries, as well as energy conservation and emission reduction efforts. In recent years, the industry has focused on developing core patented technologies through major key technology initiatives. For instance, the "Pesticide Creation Project" has developed advanced production technologies for glyphosate and other leading products, meeting international standards. Technological advancements have also driven energy efficiency and pollution control. Among the first 42 energy-saving technologies recommended by the China Petroleum and Chemical Industry Association to the National Development and Reform Commission, eight were included in the country’s "Key Energy-Saving Technology Promotion Catalog." A major innovation in the chlor-alkali industry is the low-mercury catalyst, which has reduced mercury content in catalysts from over 10% to below 6%. Additionally, radial tire manufacturers have adopted nitrogen vulcanization instead of traditional hot water methods, and plastic material crushing instead of baking glue, resulting in significant energy savings. Despite these achievements, the overall technological gap between China's petrochemical industry and global leaders remains evident. Process technologies and equipment are still relatively outdated, and the ability for independent innovation and integration of technology is limited. The self-sufficiency rate of key technologies is low, and enterprise competitiveness is not strong enough. The conversion rate of scientific and technological achievements is also low, with limited impact on industrial restructuring and the development of emerging sectors. Moreover, there is a lack of sufficient investment in science and technology, and a rational funding model involving government, enterprises, and society has yet to be fully established. The construction of an effective technological innovation system is still in its early stages. Recently, the Ministry of Science and Technology and the China Petroleum and Chemical Industry Association completed a survey on urgent technological needs in the chemical industry. The findings indicate that to meet market demands and promote energy-saving and emission reduction, the industry should prioritize the development of 40 key technologies. These include modern coal chemical technologies such as large-scale pulverized coal gasification, bio-chemical technologies like non-food-based renewable raw material utilization, and energy-saving and emission-reduction technologies such as kiln-process phosphoric acid and ion-membrane electrolysis for caustic soda production.
